The theme of Chapter 3 is the rest of God.
Verses 1-6 speak of the "better" comparison again, of Moses and Christ. Moses was good, faithful, a servant, BUT, Christ is better. Moses represents the Law, for God gave the Law to Moses. Yet, the New Testament or Covenant came through Christ.
Verses 7-19 serve a reminder to the brethren against hardening their hearts as the Israelites did in the wilderness. Verse 11 is the first mention of the rest, because it is when God "sware in [His] wrath, They shall not enter into my rest."
We are called to "take heed.... lest there be in any of you an evil heart of unbelief, in departing from the living God..... lest any... be hardened through the deceitfulness of sin." Again, a warning follows to not let our hearts be hardened as in the provocation.
In summary, unbelief is the hindrance to entering into the rest of God.
~ A stern warning to follow in the ways of Christ, but also to remain in faith. My preacher says often that there is only one sin that will send someone to hell, and that is the sin of unbelief.
